COMPETENCE “FINANCIAL LITERACY” OF THE HEAD OF AN EDUCATIONAL ORGANIZATION IN A DEFICIT BUDGET
Abstracts

Introduction. The article substantiates the relevance of professional financially competent behavior, financial knowledge and financial discipline of heads of educational organizations in the conditions of sanctions and a special military operation, presents the author's modern vision on the problem of budgeting of educational organizations and the search for alternative sources of financing. The purpose of the article is to substantiate and reveal the author's concept of the formation of the competence “financial literacy” in the head of an educational organization.

Materials and Methods. Pursuing the goal of recognizing the objective reality of the presented problem as deeply as possible, we studied the scientific sociological and psychological literature determining the most effective professional financially competent patterns of behavior of the head of an educational organization that contribute to the formation of financial stability of an educational organization regardless of the influence of environmental factors on it. Attention was paid separately to the identification of historical facts and on their basis the logic of the movement of the above-mentioned research was revealed. Throughout the study, empirical methods prevailed in the work: observation, description and comparison, and we also tried to adhere to the approach from simple to complex. All conducted experiments were accompanied by mandatory paired testing of the results (at the entrance and at the end of the test), as well as collecting feedback from participants through questionnaires and interviews.

Results. During the period of experimental work 2018–2020, a unique method was developed — an algorithm for finding alternative sources of financing for educational organizations (the fundraising algorithm), and a 32-hour work program of the advanced training course “Financial Literacy of the head of an educational organization” was developed and approved.

Discussion. The need to form the competence “financial literacy” in educational management is explained by the approval in 2021 of the Draft professional standard “Head of an educational organization”, which reveals the function of "resource management" as “monitoring, analysis, evaluation and control of the effectiveness and efficiency of their use”, as well as the progressive reduction of subsidized funding from the state level. In addition, it is important to note that in the vast majority of educational structures today are already autonomous and work on the principles of self-financing, and the head, in this regard, is the ultimate and sole responsible person. Delving into Chapter 13 of Federal Law No. 273-FZ of December 29, 2012 (ed. from 07.10.2022) “On education in the Russian Federation” it becomes obvious that the opportunities for educational organizations to carry out activities related to income generation have become much wider today, an educational organization can and should engage in entrepreneurial activity, but, at the same time, this should be preceded by competent vocational training that forms the financial vocabulary and professional patterns of a financially literate behavior that will result in financial competence.

Conclusion. The development of entrepreneurial skills by the heads of educational organizations, the introduction into everyday professional behavior of patterns and stereotypes characteristic of financially literate behavior, such as: daily accounting of expenses and income, strategic planning and financial control, strengthens the competence of “financial literacy” and certainly contributes to an increase in the number of rational and effective decisions in situations related to budget deficit. It is also natural that with the development of the competence “financial literacy”, the head of an educational organization gains confidence, shows self-control more often and more steadily, and also, owning the fundraising algorithm, is able to discover new sources of resources, maintaining the financial stability of the educational organization in moments of turbulent chaos and keeping the quality of educational services provided at the proper level.
