ORGANIZATION OF INTERMEDIATE ATTESTATION IN THE SYSTEM OF SECONDARY EDUCATION: LEGAL AND ORGANIZATIONAL PROBLEMS
Abstracts

Introduction. The organization of intermediate certification of students in the general education system is a new legal phenomenon that requires the educational organizations to independently develop the relevant provisions, as well as to ensure its implementation. Objective: to identify problem areas of a legal and organizational nature that arise during the performance of intermediate certification and identify ways to address them.

Materials and methods. The main methods for writing the work were the analysis of the current normative acts of the federal and local level, which determine the mechanism for conducting intermediate certification of trainees.

Results. The rule of law on intermediate certification contradicts clauses 8 and 9 of Art. 43 of the Federal Law «On Education in the Russian Federation», according to which it is prohibited to expel students who have not reached the age of 15 years. A controversial issue is the characterization of the content of tasks assigned to intermediate certification. It is not entirely clear what is meant by the «academic stagnation» of the student – an unsatisfactory evaluation for the final control or similar assessment for a quarter or a year.

Discussion. The questions of carrying out the intermediate certification of trainees, in contrast to the final one, are extremely poorly represented in the literature. The authors of a few articles point to such controversial points as possible corruption pressure on students and their parents in rating schools, unreasonable overstating of results. Psychologists note an unjustified increase in the psychological burden on students in the framework of such attestations.

The conclusion. It is necessary to change Art. 58 FZ “On Education in the Russian Federation”, removing from it the provision on compulsory intermediate certification for students of schools.

Highlights

• the regulatory regulation of intermediate certification in the general education system is contrary to the norms of the Constitution of the Russian Federation on the compulsory basic general education;
