Introduction. At the present stage of development of society, the task of preserving the health of the younger generation and ensuring the safety of people is recognized as urgent and a priority. In this regard, one of the main problems of education is the formation of a culture of health and safety, which should be considered as a guarantee of a healthy society and the future of the nation. The article analyzes various approaches to defining the concept of "culture of health and safety", focusing on health activities and ensuring public and personal safety. The purpose of the study is to identify the criteria and indicators of the culture of health and safety, as a system-forming component of the readiness of students of the humanitarian and pedagogical university and cadets of higher military institutions for health activities and ensuring safety.
Materials and methods. The material for the study was scientific psychological, pedagogical, medical and biological literature. The main methods are the analysis of literature on the research problem, as well as comparison, systematization, generalization and interpretation of scientific information.
Results. The study analyzed the concepts of “health”, “safety”, “culture” included in the conceptual field of the problem of forming a culture of health and safety. The key concept of «health and safety culture» is specified. The criteria of health and safety culture are identified — gnostic, value-motivational, emotional-volitional, operational-technological, indicators revealing the essence of each criterion are determined. A set of diagnostic methods is provided.
Discussion. The theoretical significance of the conducted research is determined by the fact that the concept of "health and safety culture" has been clarified. The identified criteria and indicators of its formation determine the specific focus of the process of professional training of students of the humanitarian and pedagogical university and cadets of the military university. The emphasis is placed on the fact that the manifestation of the health and safety culture is a person's commitment to health and safety. It is emphasized that the formation of a health and safety culture is a system-forming factor in readiness for health activities and ensuring public and personal safety.
Conclusion. A conclusion is made about the urgent need to form a culture of health and safety among students of the humanitarian and pedagogical university and cadets of higher military institutions, the main purpose of which is to ensure safety and preserve the life and health of people.
